These cases reveal not only how much we still have to learn about whales and dolphins but how difficult it is to gather enough information to able to understand and scientifically describe them, even for dolphin species found in rivers, with comparatively limited distributions, and living amongst millions of humans. The river dolphin study, for example, took 20 years to complete, years that also saw the ranges of both species decline substantially. Although describing species is not equivalent to saving them, there is a link between increased taxonomic knowledge and increased conservation attention (Morrison et al., 2009). Species form the basis for almost all national and international wildlife legislation, environmental management, conservation planning, and allocation of funding (Mace, 2004). Effective conservation therefore depends on strong and well-founded science based on taxonomy and systematics (Mace, 2004). It is important to recognize that although it is imperative that taxonomic decisions are based on sound science, these decisions also have far-reaching political consequences and a significant impact on management and conservation on the ground. For example, a comprehensive review showed that the splitting of species frequently results in increased protection (Morrison et al., 2009). As two of the most endangered of all cetacean species, with each numbering only a few thousand individuals and listed as Endangered on the International Union for Conservation of Nature (IUCN) Red List, the Indus and Ganges river dolphins are both in grave need of increased efforts to improve their habitat and reduce threats. Indus River dolphins have been increasing in abundance in recent years, but with more than 80% of their habitat gone, the remaining distribution is vulnerable to climate change, coupled with increased demand for water and rising levels of pollution (Braulik et al., 2015). By contrast, Ganges River dolphins, although more numerous and with a larger range than the Indus river dolphins, are facing a formidable array of threats, in the form of large infrastructure projects that will modify their already depleted and degraded habitat into major dredged shipping lanes (Kelkar, 2017). In the face of such overwhelming transformation, disturbance, and degradation of dolphin habitat, it is unlikely that any mitigation measures will be able to prevent a continued or accelerating decline. Nevertheless, the Amazon region sustains the world’s largest population of river dolphins, mostly in Brazil. The Brazilian Amazon encompasses nine states, and many of these territories lack credible information on river dolphin ecology, habitat use, population trends, genetics, and distribution. For instance, the International Union for Conservation of Nature’s geographic range maps for Inia geoffrensis and Sotalia fluviatilis do not acknowledge their occurrence throughout Amapá in the northeastern Amazon. This study adopted a biogeographical rather than a hydrological approach to assess the distribution of river dolphin species in Amapá. The research compiled field data gathered from 2008 to 2020 and produced geographic range/distribution maps for I. geoffrensis and Sotalia spp. in Amapá. A literature review was coupled with field work and interviews with authorities and local researchers to assess distribution, and past and present evidence of anthropogenic disturbance of the species. Critical knowledge gaps were identified, and approaches to improve the protection of the species and their habitats in the region are recommended. Both species have wide geographical ranges and were once considered to be relatively abundant. Their IUCN Red List conservation status of Data Deficient (DD), due to limited information on threats, ecology, population numbers and trends, did not initially cause alarm. However, the development of dolphin hunting to provide fish bait at around the beginning of this millennium broadly coincided with the onset of a widespread perception that numbers of both species were in decline. Consequently, the need for population trend data to inform conservation advice and measures became urgent. This paper presents a 22-year time series of standardised surveys for both dolphins within the Mamirauá Reserve, Amazonas State, Brazil. Analysis of these data show that both species are in steep decline, with their populations halving every 10 years (botos) and 9 years (tucuxis) at current rates. These results are consistent with published, independent information on survival rates of botos in this area, which demonstrated a substantial drop in annual survival, commencing at around the year 2000. Mamirauá is a protected area, and is subject to fewer environmental pressures than elsewhere in the region, so there is no reason to suspect that the decline in dolphins within the Reserve is more pronounced than outside it. If South America's freshwater cetaceans are to avoid following their Asian counterparts on the path to a perilous conservation status, effective conservation measures are required immediately. Some tropical rivers are home to obligate freshwater cetaceans (river dolphins) that are vulnerable to exploitation and to upstream and downstream habitat degradation due to limited dispersal opportunities. Assessing vulnerability is complicated by difficulty in reliably estimating abundance, due to the animals' cryptic nature and complex, dynamic habitat. We compared density estimates from surveys conducted in 1993, 2002 and 2007. Surveys were not part of a coordinated monitoring plan and thus were conducted using slightly different methods in different months, which complicated statistical inference. We used information from the most recent survey to account for bias and uncertainty in earlier estimates and used bootstrap and Bayesian approaches to estimate trends, conditional on a plausible range of process variance associated with seasonal movements. For Inia, probability of decline was > 0.75, even under the highest seasonal movement levels considered. For Sotalia, there was a > 0.75 probability of population increase. There are 151 proposals pending in the Amazon for large (> 2 MW) hydroelectric developments that would fragment habitat, and reports suggest that Inia is experiencing illegal killing for fish bait. In this context, our population trend estimates are cause for concern, but improved monitoring is needed to more reliably assess population status. Based on lessons learned from our analysis, future surveys will be standardized in terms of timing (conducted during the transitional water season) and methodology (using our most recent field protocols) to minimize confounding factors and provide more robust inference about population trends. We provide recommendations for ways to distinguish seasonal movements from annual population trends to guide Amazon river dolphin conservation. Until then, two interpretations exist: either Inia is declining, or existing information cannot detect declines unambiguously without additional surveys. Kernel density estimates were used to determine minimum home ranges at 95% (K95 = 6.2 to 233.9 km2; mean = 59 ± 13.5 km2) and core areas at 50% (K50 = 0.6 to 54.9 km2; mean = 9 ± 2.6 km2). Protected areas accounted for 45% of the K50 estimated core area. We observed dolphin individuals crossing country borders between Colombia and Peru in the Amazon basin, and between Colombia and Venezuela in the Orinoco basin. Satellite tracking allowed us to determine the different uses of riverine habitat types: main rivers (channels and bays, 52% of recorded locations), confluences (32%), lagoons (9.6%), and tributaries (6.2%).
